RWM : interactions with civil society on technical topics
In 2023, a new process of dialogue has started with the goal to experiment a joint work between civil society and IRSN on the basis of a co-constructed scenario (accident scenario in the operational phase of the repository or scenario of changes in the post-closure phase of the repository) with a view to a shared assessment of the associated safety issues.
Different types of participation were foreseen for the civil society from a general and continuous participation to a punctual and specific participation. In fact, three groups were established to consider three different themes during three different period:
- Basic data retained for the Cigéo safety assessment: site, inventories of radioactive waste intended for disposal, disposal components, etc. (April 2024).
- Evaluation safety in the operating phase (autumn 2024).
- Evaluation safety in the post-closure phase (mid-2025).

RICOMET CONFERENCE 2023
“From August 30th to September 1st 2023, the Tabloo visitor center in Dessel, Belgium, played host to the much-anticipated RICOMET conference on social science and humanities research in ionising radiation, featuring a lot of RadoNorm’s research. This gathering of more than 100 social science researchers and key stakeholders was dedicated to advancing knowledge and fostering discussions on ionising radiation’s societal, ethical and socio-technical aspects.”
RadoNorm presentations, posters and sessions can be found on www.ricomet.eu.

Cross-border consultation on Lifetime extension of Doel-4 and Tihange-3 (Belgium)
Paris, 15 June 2023
Subject: Lifetime extension of Nuclear Power Plants Doel-4 and Tihange-3 in Belgium.
Link to the Cross-border consultation on Lifetime extension of Doel-4 and Tihange-3 (Belgium)
Nuclear Transparency Watch as citizen network on nuclear safety and transparency with organisation, elected and qualified members in the European region (including Belgium, Netherlands and Luxembourg) based in France has participated in the cross-border consultation regarding the Doel-4 and Tihange-3 nuclear power plants potentiel lifetime extension.
Participating to such consultation is not new for NTW, which as participated in the scope of the Environmental Impact Assessment to other consultation on Lifetime extension such as for Doel-1 & Doel-2 in Belgium as well but also abroad such as in Finland with Loviisa 1 & 2 or in Slovenia with Krsko.
Audition of NTW by the French Assembly regarding absorption of IRSN by ASN
The French National Assembly heard Julien Dewoghélaëre for Nuclear Transparency Watch, Tuesday 6 June 2023 at 5.30pm on the consequences of a possible re-organisation of the ASN and IRSN on scientific and technological plans nuclear safety and radiation protection.
The transcription of this hearing by Jean-Luc Fugit, Deputy and Stéphane Piednoir, Senator for the Parliamentary Office for the Evaluation of Scientific and Technical Choices (OPECST) can be found here after: Parlementary Audition
On this topic, you can also find out NTW’s press release after that a coalition of NGOs and Members of the European Parliament have sent out an open letter with concerns for nuclear safety system in France:

Leaflet for Emergency Preparedness and Response
Nuclear Transparency watch developed a leaflet aiming to inform European countries citizens about the behavior to have and the actions to take in case of nuclear accident.
If you want to have this leaflet translated with the local information and contacts, you can write to nucleartransparencywatch[at]gmail.com asking for “EP&R translation”.

European Joint Programme on Radioactive Waste Management (EURAD)
“A step change in European collaboration towards safe RWM, including disposal, through the development of a robust and sustained science, technology and knowledge management programme that supports timely implementation of RWM activities and serves to foster mutual understanding and trust between Joint Programme participants.” here is the description of the objective of EURAD and its activities on their website.
Further it is said that “EURAD Vision, SRA and Roadmap will be delivered through 5-year implementation phases broken down into a set of Work Packages, Tasks and Sub-Tasks.” In fact, this month is the beginning of the last year of this programme in which the Civil Society (CS) had a role to play on different Work Packages (WPs) represented by a diversity of CS experts from NTW:
- Strategic studies : understanding of uncertainty, risk and safety (WP UMAN) and waste management routes in Europe from cradle to grave (WP ROUTES).
- Interaction with the civil society: Civil Society Organisations represented in a group of CS experts working on strategic studies or represented in a larger group of CS members met along the years at Workshops to build a coherent approach on how insure the implementation of the Aarhus Convention in the field of Radioactive Waste Management (RWM).
- Knowledge Management: this WP tried to gather the work developed in EURAD and to make it accessible, therefore CS experts helped with their contributions.
- R&D: the CS experts did not work on the R&D itself but rather tried to envision the societal impact and influence of technical topics such as monitoring.
During this last year NTW will work on an of its task in this programme which is “Dissemination” meaning sharing the inputs and work done with a larger audience than EURAD. A first glimpse of that could be found in the list of webinars below but more will come on the rest of the work done on this topic (deliverables, papers…):
- A webinar series under the frame of NTW on Transparency and Public Participation (T&PP) in RWM for 9 national cases (Sweden, Denmark, France, United-Kingdom, the Netherlands, Czech Republic, Germany, Greenland) which is running since January with a webinar every month.
- Webinars under the frame of EURAD on the role of Knowledge Management in Civil Society or on a pluralistic tool of dialogue on RWM.
Transparency and Radioactive Waste Management in 2023 (Webinar series)
Nuclear Transparency Watch (NTW) is a European citizen network of organisations and members dedicated to giving access to information on nuclear safety issues, Radioactive Waste (RW) being an important issue of short and long term safety, NTW is following this subject since its beginnings.
One major contribution of NTW to this topic is the “Broad Framework for Effective Public Information and Participation in Environmental Decision-making in Radioactive Waste Management” or BEPPER report (2015) which is the extended report made by the same authors for the European Commission on transparency within radioactive waste management.
🔎 NTW members are continuously working nationally (with local partners) as well as internationally (under the frame of the European Commission with the EURAD research program) on this topic. Therefore, in order to update and share information a webinar series was launched in 2023 to report on 9 national cases presented by NGOs representatives from each country.
Webinar on Euratom Reform and Options for EU Treaty – Pathway Towards a Reform #2
10 May 2023 , 3pm – 4pm CEST
Initiation of a constitutional amendment procedure in the European Union seems increasingly likely due to the positions on treaty reform of the European Parliament, the European Commission, France and Germany as well as other EU member states.
How could reform of the Euratom Treaty look like and what would be needed?
Prof. Dr. Dörte Fouquet, Partner at Becker, Büttner and Held Law Firm, gives her perspective on the future of the Euratom Treaty, describing the options for reform. Moderator is Luke Haywood, Policy Manager for Climate and Energy at European Environmental Bureau.
This video is meant to be the second one of a webinar series intending to deepen the exchanges that took place at the International Conference Confirming the Necessity of EU Constitutional Reform in the Energy Field in November 10th, at the Danish parliament building with twelve green NGOs:

The conference underscored the need to give renewables a favorable treatment in the EU Treaties, similar to the one granted to nuclear power in the EURATOM Treaty. “One of the best news from the conference was the announcement that the question of treaty amendment in the energy field will now be raised again in the Danish Parliament and that the legal experts will make their expertise available to such an initiative”, says Nadja Zeleznik from Nuclear Transparency Watch. “This could also be an inspiration to other member states: reform or abolishment of the EURATOM Treaty is long overdue and it is evident that Europe needs a new overriding vision in the energy field”.
